Welcome, you have reached the area of the information portal that carries specific information related to those interested in providing vendor services for the Northeast Minnesota Middle Mile Fiber Project.
Vendor/Contractor Registration Portal - http://ruby.nenet.us/sitesurveytool
ALL vendors/contractors are ENCOURAGED to register via a registration portal that is now available. Registration through the portal will enable you to receive automatic updates and notices related to meetings (mandatory and other) and RFI/RFP releases.
NOTE: We do not guarantee that we have captured all contact information to date. It is the responsibility of the vendor/contractor to register via the portal in order to assure proper notifications are sent. The Northeast Service Cooperative (NESC) is not responsible for the accuracy of the information you enter into the registration portal.
Main Registration Steps:
1. Main Page: Select Create an Account
a. Fill out information for your company
b. Select appropriate Account Type, which in this case would be "Vendor"
2. Under My Company:
a. Add company information
b. Add contact information - THIS IS IMPORTANT! This is where you add the email address and select whether you would like to receive email notifications for updates about the project. Even if you have filled out all the other steps, without this you may not be receiving email upates. (If you have questions on this section, please email: mcox@nesc.k12.mn.us)
Davis-Bacon Act Requirements - This project is subject to the Federal Davis-Bacon Act. You can find history related to the act here. Information regarding prevailing wages and your role as a potential contract can be found here. It is highly recommended that you are completely familiar with these requirements as they pose strict standards in terms of wage reporting and compliance.
RFI Announcement
Northeast Service Cooperative (NESC), headquartered in Mt. Iron, MN is beginning the process to select equipment for an ARRA Rural Utility Service BIP Stimulus award Middle Mile network.
Primary Systems Needed
Core OTN transport system
Fiber cable locating system
Dark fiber circuit status monitoring and optical switching system
Fiber optic cable mapping, circuit and splicing design, and repair OSS
Process to select Systems
This RFI will be publically posted in the major regional newspaper for two weeks, and the RFI is open to any and all venders of the any of the listed Primary Systems Needed.
Vendors may register and request clarifications or seek answers to any question by e_mail only by March 7th, 2011 and answers to all questions will be sent to all registered vendors by March 14th.
Complete RFI responses will be accepted until March 28th, 2011. All RFI responses will be reviewed by the Engineer and NESC. Vendors may be asked to clarify their RFI submissions, and may be asked to present their proposed solutions in person at the either the office of the Engineer or NESC.
A limited number of vendors, 2 to 4, will be asked to submit final RFP’s with firm pricing using the RUS 397 Plans & Specifications and Contract Form (with installation) or 398 Plans & Specifications and Contract Form (without installation). Again, vendors may be asked to clarify their proposals, and may be asked to present the final proposal in person at the office of NESC.
NESC reserves the right to reject any and all proposals for any reason, and NESC may select and award a contract or contracts to the best proposal(s) which may not be the lowest initial cost proposals.
